In the poem itself, Satan explains that he could have loved Adam and Eve if he was still an angel, but he must continue with what he is doing to pretty much "get back at God". The song in general is talking about Satan's inner conflict that emerges once he sees Adam and Eve in Paradise. The chorus is talking about when Satan flies to the stairway between Heaven and Earth, and is looking down at everything on Earth. This is when Satan first reaches the Garden of Eden, also referred to as Paradise in this song. This song is talking about one very specific part of Paradise Lost.
